In this book, I intend to clarify the reason why during the past 35 years Japanese agriculture has declined rapidly (for example, the grain self-sufficiency rate declined from 83% in 1960 to 22% in 1993).
Everywhere in the world, agriculture has developed according to the climate of each region. 'The climatic elements which exert the most influence on the nature of agricultural regions are humidity and aridity in summer. In a region where it is dry in summer, the soil productivity is low. Therefore, the crops do not make much difference whether the farming is done through intensive labor or extensive labor. It is reasonable that the agricuIture in such farming area tends to be developed in the direction of monoculture and ulilization of livestock resources or machine power, just like in Europe and U.S ..
On the other hand, in a region where the humidity in summer is high, the productivity of soil is also high. Thus, there is a big difference in crop harvest wh ether intensive labor is utilized or extensive labor is applied. In this case, agricultural practice developed in the direction of small sized mixed farming with an intensive use of labor rather than a large oultivation by an extensive labor. Therefore, Japanese agriculture has been developed as an intensive agricuIture from ancient times to the present day. The management of agriculturallabor is very difficult in an intensive agriculture, so farnily or family-like labor has been used, and this has strongly affected many aspects of Japanese society. In this book I intended to clarify those aspects of Japanese society (Part I), and that of Japanese agriculture in particular (Part 11).
Since 1960, the Japanese govemment has made the labor-intensive, smalI, cornplex farming system change to the labor-extensive, large mono-cultural type like as American agriculture, in order to absorb labor which the rapid development of the Japanese economy required from the agricuItural sector. This is the reason why Japanese agriculture has declined rapidly during the past 35 years. If we hope to rejuvenate Japanese agriculture, it is necessary to modemize it based on the laborintensive, small, complex farming model.
